The Second International Conference on Nutrition (ICN2) Framework for Action includes a set of recommendations for ensuring that food systems become more sustainable and promote diverse and healthy diets. This paper explores opportunities for and challenges to the ICN2 goal of coherent policies that would support year-round access to food that meets people’s nutrition needs. It proposes options for a system to review policies for their likely impact on food environments and dietary outcomes. In this sense, the paper serves as a decision-making instrument aimed to support governments in identifying, predicting, evaluating and mitigating relevant nutrition-related effects of policies and programmes.
